WELCOME
Welcome to Endicott-St. John Cooperative Schools. We're glad you're here. The staff will work very hard to help
you learn and be successful each day.
We hope you enjoy our school and will come see us if you have questions,
problems, or great things to share.
The information in this handbook will help you and your parents
understand school rules and programs.
Please read and discuss this with your parents. If you have any questions, ask your
teacher, counselor, principal, or superintendent.

Our Staff is Committed

School office hours are 7:30-4:00 P.M. during the regular school
year. After 4:00 P.M. each day a
message answering system will be available for our patronsŐ convenience. If you have questions about your school
or your child, please don't hesitate to call. Most problems are ones of communication and can be solved
with a simple phone call.

OFFICES:
The
secretary's office is located near the main entrance to the school along with
the principalŐs office, business managerŐs office, superintendentŐs office and
nurseŐs office.
Remember,
you don't have to be in trouble to visit the principal's office. She likes to talk to you about how things
are going.
VISITING
OUR SCHOOL:
For
the safety of our students, all visitors must sign in at the office prior to
their school visit. Parents who
are leaving things for their child should drop them in the office. Student guests are not allowed during the
academic portion of the school day. Guests are welcome at lunch time only. This
helps minimize interruptions in learning time.
ILLNESS
AND ACCIDENTS:
If
you are ill or hurt, tell your teacher or playground supervisor, or go to the
secretary or principal. Be sure to
talk to one of these people if you need to leave the building. A school nurse visits the school on a
weekly basis. Be sure your parents
contact the school secretary if you must miss school due to illness. The phone number is 657-3523.
If
you need to leave school early due to an accident or illness be sure to sign
out on the checkout board in Julie's office prior to leaving. Also, upon your return sign in and
bring your excuse notes to Julie's office. We all appreciate your helpful spirit.
School
Insurance - School insurance for accident and dental injury is available
through the school. Information is
sent home at the beginning of the school year and also available through the
school office.
Special
Health Conditions - If your child has a special health condition (e.g.
diabetic, allergies, etc.) please be sure to fill out the Emergency Release
Treatment Form or let the school office know.
It
is necessary for the school to have proper information if your child needs
medication during school hours.
Please note on the Emergency Release Treatment Form who we may contact
to assist in taking care of an ill child when you are unavailable.
Illnesses
- Please keep your child home if he or she has a fever, a sore throat, severe
cough or is too ill to play outside or to pay attention to school work. Students who are at school are expected
to participate in all regular school activities (class work, physical
education, music, recess) unless otherwise specified in writing by a physician.
Contagious
Conditions - Children with unusual rashes, skin conditions, head lice or a
contagious condition must be excluded from school. In most cases, children who have been excluded can be
readmitted upon approval by the school nurse following treatment.
Immunizations
- Your child's immunization status must be reported to the school under
Washington Law. Please make sure
immunization records are complete and up-to-date. In the event of an outbreak of disease, susceptible children
may need to be excluded from school for their protection.
Medication
- It is School District Policy that medication will only be administered when
the failure to receive the medicine may result in the student being unable to
attend school and/or to be well enough to participate in learning
activities. We define medication
to mean all drugs, whether prescription or over-the-counter.
Guidelines:
1.
Parents must supply the
prescribed medication in the original container; the label must include the
students name, physicians name, the drug, and dosage.
2. A
written authorization from the doctor or dentist who prescribed the medication
must be furnished.
3. All
medication will be stored and administered in the school office. Please do not
ask your child to keep medication in his or her lunch box or pockets. Such medication, if lost, could
endanger another child.
LUNCH
TICKETS AND CAFETERIA:
Students
have an opportunity to buy a hot lunch, bring a sack lunch or if they live
close enough, they may go home for lunch (with note furnished to office
beforehand). School lunch prices
will be announced in the fall of each year. Parents are strongly urged to pay for lunches in advance to
reduce the chance of needing a charge.
We
allow children to charge their lunch on occasion, as we know that sometimes the
money is forgotten at home. We
make allowance for this by allowing children to charge no more than one time
but they must repay this charge prior to having any more charges. If you need to wait before purchasing a
lunch ticket, please send cold lunches.
A reminder to parents will be sent out before your child's ticket runs
out.
Free
and Reduced Priced Lunches - Each
fall, forms for applying for free and reduced price lunches for your children
will be sent home. If you wish to
apply, please fill out and return this form to the school office. This form will be evaluated within 10
working days and you will be notified as to your qualifying status.
Leaving
School Grounds for Lunch - If your
parents want you to come home for lunch, you must bring a note that the
principal will file in the office.
Your parent, giving you permission to leave school for that specific day
or for the current school year, must sign this note. Before you leave, you must check out in the principal's or
the secretary's office.

Dress Code Guidelines
The
St. John-Endicott Cooperative Schools strive to present an atmosphere where all
students feel safe and show pride in themselves and others. Students are expected to dress
appropriately at all school functions/activities.
Students
may wear:

Physical
Education/Recess:
It
is recommended that students have an extra pair of non-black soled tennis shoes
for all gym related activities.
These shoes can be stored in the regular elementary classroom or an
assigned P.E. locker. Tennis shoes
worn outside or for daily wear are not acceptable for gym classes. Metal cleats are not allowed for P.E.
Winterizing
your Child:
Children
are allowed to play outside in all weather conditions except rain and extreme
cold. We recommend that you
provide your children with the following clothing: warm coats, knit hats,
gloves or mittens and waterproof boots.
Please help to dress your child to fit weather conditions.
Lost
and Found:
Lost
items are kept in the office for a reasonable length of time before being
donated to charity. Students and
parents are encouraged to come in and look through the lost and found box
periodically.
STUDENT
EXPECTATIONS
The
basis of a rewarding experience in school or elsewhere involves a positive
attitude, being attendant, and striving to achieve. The following expectations are offered to guide you in
establishing a framework for good decision-making and success.
A. Attitude. Treat
others kindly. Realize that, like
you, every individual has dignity and worth and possesses unique talents and
skills. As members of the same
school family, work to support each other when help is needed and to applaud
each other's successes. Work to
build on the Endicott-St. John tradition of positive attitude.
B. Attendance. To do
your best in school it is necessary to have regular attendance. There are few better measures of
success in school or employment than reliable attendance. You must bring a note to the school
secretary with parent signature and absence dates after any illness, and
pre-arranged absences must also be made through the office. Being attendant also means listening
and following directions in class and arriving with needed materials ready to
begin. Work to build on the
Endicott-St. John tradition of being attendant.
C. Achievement.
Academic and athletic excellence has been defined as an unyielding
determination to improve, and improvement demands study and practice. Your parents and teachers have dedicated
themselves to your education wellbeing and we expect you to respond to this
challenge by striving to maintain high standards whether in daily coursework or
extracurricular activities. The
Honor Roll and Corps of Discovery Programs are designed to encourage and reward
academic excellence, while a number of sports and other activities provide
opportunities for interscholastic competition. Work to build on the Endicott-St. John tradition of personal
achievement.
CLASSROOM. The classroom is a place for
learning. Certain kinds of
behavior based on the guidelines listed above will help to make sure that
learning takes place. You will
find that by being responsible and cooperative, you will also have a good
experience. Your teachers will
share with you their specific requirements for coursework. Letter grades are assigned by teachers
to evaluate student achievement.
BUILDING/HALLWAYS:
As
in the classroom, the building must have rules also. Running is something for outdoors and is not allowed in the
building. Please help keep our
building clean by not littering or eating in the hallways. When passing in the hallways remain in
line and walk quietly. Gum chewing
and open container beverages are not allowed in the carpeted areas of the
building.
RECESS
AND PLAYGROUND:
As
inside the building, please keep our grounds clean by not eating or littering
on the playground. Recess and
playground rules will be shared with you and your parents in more detail. Please remember a few basic
things: keep your hands, feet and
objects to yourself, treat others kindly, playing too rough often leads to
problems. You can prevent most
problems by following the directions of the teachers
and playground supervisor. On
rainy days recess will be in the gym.
LUNCHROOM:
When
entering the lunchroom be mindful of respecting your neighborsŐ personal
space. Keep all your personal
belongings with you at all times.
Take the next available seat with your class/group. Remember to converse quietly while in
the lunchroom and use good table manners.
It is important to stay seated until the supervisor dismisses your
class/group.

grading and scoring information will be communicated to the parents by the
classroom teacher.

in grades 3-5 will be subject to study table guidelines as outlined below.

ACADEMIC POLICY (GRADES 6-8)
Extra
curricular and athletic activities are an important part of a happy, healthy schooling
experience. Participation in these
activities will be dependent upon a student's successful academic progress.
A. Middle
School Credit System (Grades 6, 7, 8 Only)
Middle
school students are accountable for their academic progress. During a two-year middle school career,
a student will have the opportunity to earn 28 possible quarter credits per
year. In order to be promoted to
the next grade level, students must be passing 23 quarter credits per
year. These credits will come from
the following offerings:
1. Science

3. Social
Studies
4. Language
Arts
5. Physical
Education
6. Elective
Classes
7. Exploratory
Classes
Should a student fail more than one quarter credit in
any of the above offerings during one academic year, he/she will be subject to
the following:
1. Satisfactorily
complete an accredited summer school program in the deficient academic area(s)
or through another pre-approved program.
2. Repeat
specific unsatisfactory coursework during the following school year in lieu of
an elective class if scheduling allows.
3. An
adjusted high school program to receive his/her high school diploma. For example, retake core junior high
classes that were previously failed before taking high school classes in that subject
4. Promotion/Retention
Students
receiving failing scores will be subject to the district promotion/retention
policy and procedure (Board Policy 2421).

Guidelines
1. Assignments
are due on a daily basis at the beginning of each class period. Assignment must be complete at time of
turn in. Long term assignments
will have due dates posted in advance.
2. Assignments
received later on same day or one day late or after study table will be worth
50% credit. Assignments two days
late or incomplete will be worth 0%.
3. Students
absent for illness or appointments will have one day for every day missed to
make up assignment work. This
guideline does not apply to long term assignments which have clearly
established due dates.
4. Students
receiving unsatisfactory grades beyond a week's time, will be encouraged to
attend the before or after school study table program.
5. Students
are encouraged to work with their assigned study buddies regarding assignments.
D. Study
Table Program
1. The
study table program goals are to help students keep current with their
assignments and avoid failing assignments. The study table times of 7:30 A.M. and 3:15 P.M. are offered
to all students on a voluntary basis.
Students are encouraged to participate in this study opportunity.
2. Students
receiving "U" grade markings beyond a week's time, will be encouraged
to attend study table from 3:15-4:00 P.M. or from 7:30-8:15 A.M. School staff will contact parents by
phone or e-mail. Continued
unsatisfactory scoring on weekly grade checks will result in parent
conferencing and the development of a student academic action plan. Student
athletes can return to practice following study table. Students not participating in athletics
are to be picked up by parents at 4:00 P.M.
E. Promotion/Retention
Students
receiving ongoing failing scores will be subject to the district
promotion/retention policy and procedure (Board Policy 2421). Note listing below for further details
regarding the promotion program and related activities. Parents desiring copy of said policy/procedure
should contact the Principal's Office.
Credit/Behavior
Eligibility and Eighth Grade Promotion Program
1. Grade
eight students must have earned a minimum total of 46 credits during their
seventh and eighth grade years in order to participate in the eighth grade
promotion program and be promoted to the high school. Students on an IEP must meet the conditions of the IEP in
order to be promoted.
2. Students
detained for school-related and disciplinary action will not be eligible to
participate in the eighth grade promotion program.
3. Students
not promoted will not participate in any promotion related activities.
F. Directed
Study
1. Academic
remediation assistance will be provided in the form of the Directed Study
Program. Participation in the
Directed Study Program will be made on a teacher referral basis only. The Directed Study Program serves
students with reading and math
deficiencies. Directed Study is
not a study hall or homework class.
G. Grade/Eligibility

curricular activities are an important part of the school program. The development of physical, mental,
and teamwork skills are vital for healthy personal growth and development. Participation in extra curricular
activities like clubs, field trips, band and chorus/drama programs is an earned
opportunity. High expectations for
behavior and academic standing will be an important part of extra curricular
eligibility.
Student
grade checks for grades 3-8 will be done every Friday morning and posted on the
school website by noon. Students receiving unsatisfactory scores will be
ineligible for extra curricular activities (i.e. field trips and all after
school activities). Classroom
teachers are responsible for notifying parents and students.
You
are challenged to meet these expectations and participate directed by the
following provisions.
A. Requirements

probation and attend study table, until the scores improve. The second time a student is
declared ineligible he/she will continue with study table and will not be
allowed to participate in or accompany a club/group to any
activity/contest. The third
time a student is ineligible on weekly grade checks or otherwise, he/she
will be removed from the activity/club.
STUDENT ATHLETIC POLICY
Extracurricular athletics are an important part of the school
program. The development of

rewarding experiences throughout the year and our schools have a tradition of
outstanding performance and participation. You are challenged to continue this tradition with your
involvement directed by the following provisions.
A. Requirements
for Participation
1. Prior
to a student athlete participating on any team or being issued any equipment,
he/she is responsible for having on file with the coach the following five
forms: Current Physical
Examination, School Insurance or Waiver of School Accident Plan, Athletic
Travel Permission, Warning and Assumption of Risks, Emergency Treatment
Release. All necessary forms are
mailed to students prior to school's opening and are also available in the
secretary's office. They must be
completed and returned to the coach prior to the beginning of practice.
2. Each
student athlete shall be in attendance in school for the entire school day to
be eligible for athletic contests or practices of that day. The only exception to this regulation
is a signed excuse, from the Principal or the Athletic Director, which is to be
presented to the coach by the athlete.
The Athletic Director should be contacted prior to the absence to
determine eligibility.
B. Equipment
Responsibilities
1. School
equipment checked out by the student athlete is his/her responsibility and is
to be kept clean and in good condition.
2. Loss
of issued equipment or damage to issued equipment will be the student's
financial obligation.
3. Issued
equipment is to be worn only while participating with the team in practice or
during a scheduled contest.
4. The
W.I.A.A. prohibits the use of school issued equipment while participating in
any event outside the W.I.A.A. sports season or activities not sponsored by the
W.I.A.A.
C. Travel
Guidelines
1. All
students participating in any school-sponsored activity shall ride as a
group/team to and from that activity on transportation provided by the Endicott
or St. John School Districts. In
order for a student to be excused from district sponsored transportation must
be provided the coach or advisor with a signed note from parent/guardian prior
to departure, stating to whom they will be released. In all cases the student must be released to another
adult. In order to promote the
team concept riding to and from activities as a group is the preferred manner.
2. Each
team member will remain with the team and under the supervision of the coaching
staff when attending away games.
3. Each
team member, while traveling to and from athletic contests, will obey all
school bus regulations.
4. It
is required that student athletes dress appropriately for home and away
contests and their respective assemblies.
For boys this shall consist of a collared shirt and one's best slacks;
dresses or dress pants are to be worn by girls.
D. Code
of Conduct
1. Each
student athlete shall totally abstain from the use of controlled substances
(drugs and alcohol) or tobacco related products. The possession or use of tobacco, alcohol or controlled
substances in any form by students on school property is strictly
prohibited. This means during
school days and also at all school sponsored activities. This shall be interpreted to include
the carrying of such on your person or keeping such within the building. (Text referring to the specific
parameters of the rights and responsibilities are addressed in Board Policy
3200-3323 including discipline, corrective actions and appeals. Any student or parent desirous of a
copy of these materials should contact the building principal.)
2. Attention
to an appropriate diet is expected from each student athlete.
3. Each
respective coach shall establish his/her own curfew hours which student
athletes are expected to adhere to during the sports season.
4. Each
student athlete's behavior in school and at games should honor the individual,
team, and communities.
5. Each
student athlete shall be in attendance in school for the entire school day to
be eligible for athletic contests or practices of that day. The only exception to this regulation
is a signed excuse from the Principal or the Athletic Director, which is to be
presented to the coach by the athlete.

determine eligibility.
6. The
use of profane or abusive language or obscene gestures will not be tolerated.
7. Attendance
at practice is mandatory. Excused
absences are to be cleared through the coach.
8. Additional
rules and regulations may be established by individual coaches following
administrative approval.
A
student athlete who does not abide by the above rules and regulations shall be
subject to disciplinary sanctions.
Disciplinary decisions resulting from any violation shall be subject to
the following procedures: First
Violation - The student athlete will be suspended from participation for a
period equaling one tenth of the competitive season but must continue to turn
out and practice with the team in a regular manner. Students serving detention or suspension time will not be eligible
for practice until the completion of the disciplinary action. No special awards may be received. Second Violation - While a
student of Endicott-St. John Middle School, the student athlete will be dropped
from the team for the remainder of the sport season.
E. Scholastic
Eligibility
1. Student

grade(s) to passing. Study Table
will be optional. The student will
continue to attend practice. The second
time a student is declared ineligible in any class or classes at the
scheduled grade check dates will be ineligible for one-week minimum. Study Table is mandatory during this
one-week period. After that time,
a student-athlete may regain eligibility by earning a passing grade(s) at any
point during the remaining time period until the next scheduled grade
check. The student will continue
to attend practice but will not be allowed to participate in or accompany the
team to any contests. The third
time a student is declared ineligible, in any class or classes at the
scheduled grade check dates, will remain ineligible until the next scheduled
grade check. Study Table is
mandatory during all of this time.
The student will continue to attend practice but not be allowed to
participate in or accompany the team to any contests.

6. Students
may request a due process hearing with the building principal. Due process allows the student and the
principal to further evaluate his/her classroom participation and assignment
completion based on his/her personal ability level. The due process also allows the student to seek extra help
when deemed necessary.
F. Letter
Award Requirements
1. All
students who participate in an activity season in accordance with these
provisions of the athletic code shall be presented a Letter Award for their
achievements.
GENERAL INFORMATION
VALUABLES:
It
is recommended that valuable items not be brought to school or be stored in the
locker rooms. They could easily be
lost during an active day or become a temptation for someone. The school will not be responsible for
lost or stolen items if they are not locked up.
LIBRARY:
The
library is maintained for you.
Books may be checked out before and after school and during class
visitation. During class time you
must have a note from your teacher to enter the library. We hope you will use the library often.
ATTENDANCE:
The
Cooperative Schools believes regular and punctual school attendance is
essential for satisfactory school progress. The learning of group skills and responsibilities by
participating in classroom activities is a vital part of the student's
education. Satisfactory progress
in a grade or class then must be measured in part by the student's attendance
in school.
Students
who have been absent from school or are tardy should bring a note from their
parents explaining the absence.
Students arriving after first period (9:25 a.m.) will be counted as half
day absent. Students will not
be allowed to participate in after school extracurricular activities if they
have been home ill and are not able to return to school by 12:00 noon. The
only exception will be documentation of a medical appointment. This
assures better communication with the home and school. The following guidelines
will be used in determining student attendance: 1) Students leaving school after 11:00 A.M. will be counted
for a half day, 2) Students leaving school after 2:00 P.M. will be counted as
attending a full day. A student
will be counted absent when they are gone from school for other than school
activities. Parents/students are
encouraged to arrange pre-approved absences with the principal prior to a
student's departure from school.
UNEXCUSED
ABSENCES/TRUANCY (BOARD POLICY 3122)
Unexcused
absences do not allow a student to receive credit for assignments or activities
missed and disciplinary action will/can result. The following are defined by this handbook and the law as
unexcused absences:
1. Leaves
school without signing out at the office or designating where he/she is going
or signs out with permission.
2. Is
absent from school without prior permission from a parent/guardian.
3. Leaves
a class without the teacher's permission.
4. Obtains
a pass to go to a designated place and does not report there.
5. Becomes
ill and says he/she is going home, but stays in the restroom or other area
instead of reporting to the office.
6. Leaves
for lunch and does not return for next class(es) without school and/or parent
consent.
7. Is
on school grounds, but does not attend class.
8. Fails
to attend scheduled assembly.
9. Falsifies
a parent's or school official's attendance verification.
10. Is in
hallways during class without permission.
11. Fails
to verify absence within 3 days of absence.

CAMPUS (BOARD POLICY 3242)
For
your safety, we have a closed campus. This means that you may not leave the school grounds without
permission (from the office/Principal) from the time you arrive in the morning
until school is dismissed at the end of the day (Board Policy 3242).
Students
are expected to remain on school grounds from time of arrival until the close
of school unless officially excused.
Officially
Excused
The
following are valid reasons to be excused from school during the school day.
A. Participation
in a School Approved Activity.
Students may be excused to leave the school grounds for a school
sponsored activity. To do this, a
student must have written permission from the staff member responsible for the
activity and each student must sign out at the office before they leave and
sign back into school at the office when they return. Group departures such as athletic teams or other student
groups that have direct staff supervision do not require a student to sign out
at the office. Office notification
when a staff supervised group leaves the school grounds is expected.
B. Parent
Request. A student may be
released from school for a medical or dental appointment, family emergencies,
religious activities, or for other reasonable requests by a student's parent. Unless there are extenuating
circumstances, the parent is expected to come to school and sign out their
student or provide the school office a signed written note no later than the
morning of the absence explaining why their student is to be released from
school. Those students who do not
have parental oversight (older than eighteen, homeless, emancipated, etc.) may
be released from school with the approval of the principal or his/her
designee. When, in the
professional judgment of the principal, it is determined that the parental
request is not supportive of their student's academic responsibilities the
absence will be recorded as unexcused.
C. Principal
Approved. The principal or
his/her designee may release a student during the school day for reasons deemed
to be appropriate and/or in the best interest of the student(s) and the
fulfillment of their educational responsibilities.
It
is the intent of this policy that students should eat lunch at school either by
bringing a lunch from home or by purchasing a school provided lunch. In most cases, the purchasing of
lunches from outside sources for delivery during the lunch period will be
considered disruptive and is not allowed.
CHECK
IN/OUT PROGRAM:
In
order to more effectively determine student attendance records, parents or
students in grades P-8 will be required to sign out when leaving, and sign in
upon return to the school. The
check in/out clipboard will be located in Julie's office near the front door.
ACTIVITIES:
At
the Cooperative Schools there are a number of sports and other activities in
which you can participate. In
sports it is a must that you be cleared by the office before turning out on the
field. You will need to have a
physical, insurance forms, parent permission, and office clearance. We think that everyone who wants to be
involved at school should be. If
you prefer not to actively participate, then come out and cheer your friends on
during games.
The
Corps of Discovery is an academic enrichment program that allows students to
study in-depth subjects of their special interest ranging from music and
archeology to computer science and art.
Participation involves the completion of a Corps project and
opportunities to work with professionals in the field, a travel seminar, and
award competition. Information
about the Corps of Discovery will be shared during the first month of school.

Positive Discipline
Incentives:
At
Endicott our staff will endeavor to focus upon the positive rather than
negative when assessing student behavior.
In the classroom, good behavior is recognized in a series of ways
including stars, stickers, praise and special classroom activities and student
award assemblies.
STUDENT
COUNCIL:
The
Student Council will consist of student body officers and representatives. Elections are held annually. The Council is responsible for
promotion of school activities, helping with orientation of new students, and serving
as leaders within classes.
ANNUAL
NOTICE:
As
per state requirement, it is the district's responsibility to give annual
notice to students and parents that copies of student policy and procedure
outlining student rights and responsibilities are on file for review in the
school office. Requests by parents
or eligible students for complete copies of policy shall be made to any school
administrator.
REGISTRATION:
Registration
- Students who are five years old on
or before August 31 are eligible for kindergarten. If a child is enrolling in first grade, he or she must be
six years of age on or before August 31.
A birth certificate must be presented upon enrollment of all
kindergarten and first grade students enrolling for the first time.
Immunization
- Washington Law requires that every
student's immunization status be reported to the school. Reporting forms are available from the
school secretary (see health policies).
Emergency
Treatment Release Form - Parents need to complete each fall for their child
which relates current information.
Please include phone numbers to call in case of an emergency.
Legal
Guardian - Students residing with non
parents must have on file at the school a legal document regarding guardianship
provisions. Contact the school

REPORTS
OF STUDENT PROGRESS:
Pupil
Progress Reports - Written report
cards regarding student progress are issued periodically during the school
year. Students are evaluated in
relation to their own work and progress as well as in comparison with grade
level expectations. The report
card is seen as only one way to communicate with parents about their children's
progress. Personal conferences,
phone calls, and notes between teacher and parent are felt to be important
additional ways to exchange information.
Parent-Teacher
Conferences - Conferences are
scheduled between parents and teachers.
Your child's teacher looks forward to discussing your youngster's
progress with you and to responding to your questions or concerns. Your teacher is also interested in
meeting with you at times other than the regularly scheduled conference times.
Visitations
- Sometimes a visit to your child's
classroom is a good way to learn first hand about your youngster's educational
program and his or her adjustment to the school setting. Contact your child's teacher about
arranging for a visit. Remember to
sign in at the office when you visit.
Did
You Know - We welcome all
opportunities to communicate with you about your child. Phone calls, notes from home, and
conferences after school are welcome.
HARASSMENT
POLICY
This
district is committed to a positive and productive education and working
environment free from discrimination, including all types of harassment. The district prohibits harassment of
students, employees and others involved in school district activities.
A
fixed component of all district orientation sessions for staff, students and
regular volunteers shall introduce the elements of this policy. Staff will be provided information on
recognizing and preventing harassment.
Staff shall be fully informed of the formal and informal complaint
processes and their roles and responsibilities under the policy and procedure. Regular volunteers shall get the
portions of this component of orientation relevant to their rights and
responsibilities.
Students
will be provided with age-appropriate information on harassment. Parents shall be informed about this
district policy and procedure.
As
part of the information on the recognition and prevention of harassment staff,
volunteers, students and parents will be informed that harassment may include,
but is not limited to:
1. Demands
for sexual favors in exchange for preferential treatment or something of value;
2. Stating
or implying that a person will lose something if he or she does not submit to a
sexual request;
3. Penalizing
a person for refusing to submit to a sexual advance, or providing a benefit to
someone who does;
4. Making
unwelcome, offensive or inappropriate suggestive remarks comments, gestures, or
jokes; or remarks of a sexual nature about a person's appearance, gender or
conduct;
5. Using
derogatory sexual terms for a person;
6. Standing
too close, inappropriately touching, cornering or stalking a person; or
7. Displaying
offensive or inappropriate illustrations on school property.
These
offenses may be handled through education or other forms of corrective action
such as discipline. The
circumstances and history associated with violations shall be considered in determining
the course of action to be taken.

referring to the specific parameters of this policy are addressed in Board
Policy 8700-8700P. Any student or
parent desirous of a copy of these materials should contact the building
principal.
TOBACCO, ALCOHOL AND CONTROLLED SUBSTANCES
Each student shall totally
abstain from the use of controlled substances (drugs and alcohol) or tobacco
related products. The possession
or use of tobacco, alcohol or controlled substances in any form by students on
school property is strictly prohibited.
This means during school days and also at all school sponsored
activities. This shall be
interpreted to include the carrying of such on your person or keeping such
within the building. (Text
referring to the specific parameters of the rights and responsibilities are
addressed in Board Policy 3200-3323 including discipline, corrective actions
and appeals. Any student or parent
desirous of a copy of these materials should contact the building principal.)
GUN/WEAPON FREE ZONE POLICY
Possession
of a dangerous weapon, such as firearm or knife, including those listed in RCW
9.41.250 and RCW 9.41.280, or any weapon apparently capable of producing bodily
harm, in a manner, under circumstances, and at a time and place that either
manifests an intent to intimidate another, or that warrants alarm for the
safety of other persons, is not allowed. Pocket-knives or any other type of
utility knifes are NOT to be carried onto the school grounds at any time. Students violating this guideline will
be subject to discipline sanctions as outlined under the progressive discipline
plan found in this handbook.
First
offense: Immediate expulsion
for remainder of school year and contacting parent/guardian and law
enforcement. The expulsion is subject
to appeal pending written notification to the Superintendent requesting a
hearing within 10 school days of receipt of written notification of expulsion.
NOTIFICATION OF RIGHTS UNDER
THE FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT (FERPA)
for Elementary and Secondary Institutions
The
Family Educational Rights and Privacy Act (FERPA) affords parents and students
over 18 years of age (eligible students) certain rights with respect to the
student's education records. They
are:
1. The
right to inspect and review the student's education records within 45 days of
the day the District receives a request for access.*
Parents
or eligible students should submit to the school principal (or appropriate
school official) a written request that identifies the record(s) they wish to
inspect. The principal will make
arrangements for access and notify the parent or eligible student of the time
and place where the records may be inspected.
2. The
right to request the amendment of the student's education records that the
parent or eligible student believes are inaccurate or misleading.
Parents
or eligible students may ask the Endicott School District to amend a record
that they believe is inaccurate or misleading. They should write the school principal, clearly identify the
part of the record they want changed, and specify why it is inaccurate or
misleading.
If
the District decides not to amend the record as requested by the parent or
eligible student, the District will notify the parent or eligible student of
the decision and advise them to their right to a hearing regarding the request
for amendment. Additional
information regarding the hearing procedures will be provided to the parent or
eligible student when notified of the right to a hearing.
3. The
right to consent to disclosures of personally identifiable information
contained in the student's education records, except to the extent that FERPA
authorizes disclosure without consent.
One
exception, which permits disclosure without consent is disclosure to school
officials with legitimate educational interests. A school official is a person employed by the District as an
administrator, supervisor, instructor, or support staff member (including
health or medical staff and law enforcement unit personnel); a person serving
on the School Board; a person or company with whom the District has contracted
to perform a special task (such as an attorney, auditor, medical consultant, or
therapist); or a parent or student serving on an official committee, such as a
disciplinary or grievance committee, or assisting another school official in
performing his or her tasks.
A
school official has a legitimate education interest if the official needs to
review an education record in order to fulfill his or her professional responsibility.
Upon
request, the District discloses education records without consent to officials
of another school district in which a student seeks or intends to enroll. (NOTE: FERPA requires a school district to make a reasonable
attempt to notify the student of the records request unless it states in its
annual notification that it intends to forward records on request.)
4. The
right to file a complaint with the U.S. Department of Education concerning
alleged failures by the District to comply with the requirements of FERPA. The name and address of the Office that

SNOW
CLOSURE INFORMATION:
Parents
are reminded that as the weather turns snowy, Endicott School's winter weather
hotline is (509) 657-3762. Gail Larson, Transportation Supervisor, will place
school delay or closure information on the line by 5:45 a.m. Calling this
number and listening to your local /regional radio stations will be the best
way for you to keep current on the school schedule changes, should they become
necessary.
Also,
when school is delayed, kindergarten students will arrive on the delayed
schedule and stay until 3:15 p.m. Bus students will be transported on regular
after school buses. Students living in town may walk or have a parent pick them
up.
When
school is delayed two hours, students attending the morning study table program
should plan to come in at 9:30 a.m.
WINTER
OPEN GYM PROGRAM
Endicott
School District operates a supervised open gym program during the months of
December-March. The gym is open on Tuesday and Thursday evenings from 7:00-8:30
p.m. Children of lower elementary (grades P-3) should always be accompanied by
a parent. More information about the open gym program will be available at the
school office.
NONSCHOOL
RELATED FUNDRAISING
Fundraisers
that are not school related should only be done after school. Participating students should be
accompanied by parents/advisors.
APPENDIX A
DRESS CODE POLICY
The St. John-Endicott Cooperative Schools strive to
present an atmosphere where all students feel safe and show pride in themselves
and others. Students are expected to dress appropriately at all school
functions/activities. Any unusual dress or grooming that causes disruption of
the school program, is unclean, presents a safety hazard and/or is indecent is
considered unsuitable and will not be allowed. As a general guide, the
following parameters are to be followed:
á
Shirts/tops cover the
tops of the shoulders (Four finger rule).
á
Shirts/tops must be able
to cover mid-body area throughout normal activities (Raised arm rule).
á
Dresses/skirts/shorts
must be appropriate length (Extended arm and fingers rule).
á
No clothing should be
tight or revealing.
á
All undergarments must
be covered at all times.
á
Clothing must not have
inappropriate language or messages printed on them (including tobacco, alcohol,
drug and/or suggestive messages, etc.).
á
Hats will NOT be worn by
students of staff in the school building during the school day (8:00 a.m.-3:15
p.m.). Upon entering the building, all hats are to be removed and placed in a
secure place. Hats may be confiscated if worn in the building.
á
Hats are not to be worn
during physical education classes at the elementary and middle school during
the school day.
á
Excessively baggy
clothes, chains, trench coats, sunglasses, or other clothing or items deemed to
be inappropriate by administration will NOT be allowed.
Students
will be asked to change their clothing immediately if not within the above
guidelines. Suspension may result if consistent violation of the above
expectations occurs. Clothing for extracurricular activities may be deemed
appropriate for that activity even though it does not meet the above standards
(i.e. formal dance clothing, game uniforms, etc.).
First

DISCIPLINE POLICY GUIDELINES
General
Conduct
All
students of school age are expected to conduct themselves in a responsible
manner at all times. Individual
freedom must be compatible with equal rights of others. Each must consider the welfare of the
group. Be especially careful of
your choice of language.
Discipline,
Suspension and Expulsion
As
per the conditions outlined in Washington State Administrative Code 180-40:
1. A
student may be removed immediately from a class or activity by a teacher or
principal for endangering others or substantial disruption.
2. A
short-term suspension, ranging from 1 to 10 days, may be imposed upon a student
for violation of district policies, rules, denial of admission to or entry on
any school district property and regulations.
3. A
long-term suspension, ranging from 6 days to the remainder of the semester, may
be imposed upon a student for violation of district policies.
4. A
student may be expelled from a single class or from all classes for an
indefinite period of time.
5. A
student may be removed immediately from school under emergency circumstances.
NOTE: A
student who is suspended may not take part in a school activity.
Limitations
1. No
student shall be suspended or expelled until other means of corrective action
have failed unless there is good reason to believe other means of corrective
action would fail.
2. Parents
or guardians will be notified in writing of suspensions.
3. Students
have the opportunity to make up work missed while suspended.
Grievances/Hearings
Discipline or Short-Term Suspension:
1. Students,
parents, or guardians have the right to have a conference with the building
administrator to resolve the Grievance.
2. If
the Grievance is not resolved, the student, parent, or guardian has the right,
with two days prior notice, to present the Grievance to the superintendent or
his/her designee.
3. If
the Grievance is not resolved, the student, parent, or guardian has the right,
with two days prior notice, to present the Grievance at the next regular board
meeting.
4. The
board shall notify the student, parent or guardian of the decision within 10
school business days after the date of the board meeting.
5. The
short-term suspension shall continue not withstanding the implementation of the
Grievance procedure.
Long-Term Suspension or Expulsion:
1. A
written request for a hearing must be received by the superintendent, or by his
or her office, on or before the expiration of the third school business day
after the receipt of the notice of opportunity for a hearing.
2. The
district will schedule a hearing within three school business days after the
date upon which the request for a hearing was received.
3. A
written decision shall be provided to the studentŐs legal counsel, parent or
guardian.
4. An
appeal of this decision shall be to the courts.
Emergency Expulsion:
1. A
written request for a hearing must be received by the superintendent, or by his
or her office on or before the expiration of the tenth school business day
after the receipt of the notice of opportunity for a hearing.
2. The
district will immediately schedule a hearing to commence as soon as reasonably
possible and in no case later than the third school business day after receipt
of the request for hearing.
3. Within
one school business day after the date upon which the hearing concludes, a
decision as to whether or not the expulsion shall be continued shall be
rendered, and the studentŐs legal counsel, or the student, the parent, or
guardian will be notified by certified letter.
4. An
emergency expulsion may be continued following the hearing on the basis that
the emergency situation continues.
Extremely
Important Notice - Student Due Process Rights/Appeal
As
per the conditions of WAC 180-40-215, students have the following rights
established by law:
1. No
student shall be denied an equal educational opportunity or be discriminated
against because of national origin, race, religion, economic status, sex,
pregnancy, marital status, previous arrest, previous incarceration, or
physical, mental or sensory handicap.
2. All
students possess the constitutional right to freedom of speech and press, the
right to peaceably assemble and to petition, subject to reasonable limitations
upon the time, place and manner of exercising such right.
3. All
students possess the constitutional right to be secure in their person, peers,
and effects against unreasonable searches and seizures.
4. All
students shall have the right to be free of unlawful interference in their
pursuit of an education.
5. All
students have the right to due process of law.
Lockers
RCW.28A.600.220 School Locker Searches - No right or
expectation of privacy exists for any student as to the use of any locker
issued or assigned to a student by a school. The locker shall be subject to search for illegal drugs, weapons,
and contraband as provided in RCW.28A.600.210 & 28A.600.240.
(Students will enter levels depending on
severity of infraction).
Dangerous
Weapons - including those listed in
RCW 9.41.250 and RCW 9.41.280 or any weapon apparently capable of producing bodily

BUS
TRAVEL:
Some
of the students who live in the Endicott-St. John Cooperative School attendance
area are eligible to ride the bus to school. This is determined by the Director of Transportation and
based on the distance the child lives from school. The transportation coordinator establishes time schedules.
All
students are required to follow these bus rules:
1. Students
shall obey the driver and any aide assigned to the bus by the district. The driver is in full charge of the bus
and passengers and shall be obeyed.
When transporting classes or team, the teacher or coach shall be
primarily responsible for the behavior of the students. Students shall obey the driver and the
teacher, coach, or other staff member.
2. Students
shall ride only on their assigned bus unless written permission to do otherwise
has been received by school officials.
3. Students
shall not be permitted to leave the bus except at their regular stop unless
written permission to do otherwise is received by school officials.
4. Students
assigned seats shall use only that seat unless permission to change is
authorized by the driver.
5. Students
shall observe rules of classroom conduct while riding on buses. Noise shall be kept down to avoid distracting
the driver. Students shall refrain
from the use of obscene language or gestures.
6. Students
shall not smoke or ignite lighters or matches on buses.
7. Students
shall not eat on buses, except when specifically authorized and supervised by
an accompanying teacher, coach, or other staff member. Buses shall be kept clean.
8. Students
shall not open bus windows without the driver's permission.
9. Students
shall not extend any part of their body out of bus windows at any time.
10. Students
shall not carry or have in their possession items that can cause injury to
passengers on the bus. Such items
include, but are not limited to, pen light laser pointers, sticks, breakable
containers, weapons or firearms, straps or pins protruding from clothing,
large, bulky items which cannot be held or placed between legs, etc. Books and personal belongings shall be
kept out of aisles.
11. Students
shall not have animals on buses, except "seeing eye" dogs.
12. Students
shall not sit in the driver's seat or to the immediate right or left of the
driver.
13. Students
shall refrain from talking to the driver unless necessary.
14. Students
shall go directly to a seat once inside the bus and remain seated at all times
unless the driver instructs otherwise.
15. Students
shall get on/off the bus in an orderly manner and shall obey the instructions
of the driver. There shall be no
pushing and shoving when boarding or leaving the bus. Once off the bus, students shall adhere to rules for
pedestrians.
16. Students
shall never cross the roadway behind a bus unless they use pedestrian
crosswalks or traffic lights.
17. Students
shall stand away from the roadway curb when any bus is approaching or leaving a
stop.
18. Students
going to and from their bus stops where there are no sidewalks shall walk on
the lefthand side of the roadway facing oncoming traffic. Students shall go directly to their
home after leaving the bus.
19. Students
shall use lap belts on buses when available.
20. Students
shall follow emergency exit drill procedures as prescribed by the driver.
21. Students
shall not tamper with emergency doors or equipment.
22. Parents
of students identified as causing damage to buses shall be charged with the
cost of the incurred damage.
Students causing the damage may be suspended from transportation.
23. Student
misconduct shall constitute sufficient reason for suspending transportation
privileges.
24. Pupils
must not stand or play in the roadway while waiting for the bus. Pupils should leave home early enough
to arrive at the bus stop 5 minutes before the bus is due.
25. Pupils
are not to run errands between the bus stop and their home.
26. Drinking
on the bus will not be allowed only by special permission.
27. Buses
will not wait longer than two minutes past their regular time at a bus stop for
a child.
28. A bus
will wait no longer than two minutes after its regularly scheduled time at a
bus stop for a parent who is supposed to meet a disembarking student. After the two minutes, the driver shall
return the child to the school and attempt to telephone a parent or guardian to
come after the child.
29. No
school vehicle will transport non-school riders excepting in cases of extreme
emergency.
30. Home
to school buses will not leave their regularly scheduled routes to pick up or
take home a student without permission of the principal.
31. Students
who will not be on the bus must call their bus driver by 6:30 a.m. of an a.m.
route or the bus garage by 6:45 a.m.
32. Students
who will not be on their p.m. route must have a note to their bus driver.
33. Students
who normally do not ride a school bus must have a note from a parent to ride
the bus.
34. Students
who normally ride their own bus, and will not be on that bus, need a note to
board another bus of the transportation department.

PROHIBITION OF HARASSMENT, INTIMIDATION AND BULLYING
(Please see SJE Board Policy 3207 for a complete
outline of the policy)
Informal Complaint Process: Anyone may use informal procedures to
report and resolve complaints of harassment, intimidation or bullying. Informal reports may be made to any
staff member, although staff shall always inform complainants of their right
to, and the process for, filing a formal complaint. Staff shall also direct potential complainants to the
Principal/Superintendent who can explain the informal and formal complaint
processes. Staff shall also inform
an appropriate supervisor or designated staff person when they receive
complaints of harassment, intimidation, or bullying, especially when the
complaint is beyond their training to resolve or alleges serious misconduct.
Informal remedies include an
opportunity for the complainant to explain to the alleged perpetrator that the
conduct is unwelcome, disruptive, or inappropriate, either in writing or
face-to-face; a statement from a staff member to the alleged perpetrator that
the alleged conduct is not appropriate and could lead to discipline if proven
or repeated; or a general public statement from an administrator in the
building reviewing the district harassment, intimidation and bullying policy
without identifying the complainant.
Informal complaints may become formal complaints at the request of the
complainant, parent, guardian, or because the district believes the complaint
needs to be more thoroughly investigated.
Formal Complaint Process: Anyone may initiate a formal complaint
of harassment, intimidation or bullying, even if the informal complaint process
is being utilized. All formal
complaints shall be in writing and shall set forth the specific acts,
conditions or circumstances alleged to have occurred that may constitute
harassment, intimidation or bullying.
Student complainants and witnesses may have a parent or trusted adult
with them, if requested, during any district-initiated investigatory
activities. (For a complete
outline of the formal complaint process please see SJE Board Policy 3207)
APPENDIX L
CELL PHONE POLICY
Students may have cell phones at school. Cell phone usage is restricted to
before and after school, and lunch.
Any student using a cell phone during class shall fall subject to the following
procedures:
Step 1: Phone taken by the classroom teacher
and returned at the end of the school day.
Step 2: Phone taken by the classroom teacher
and given to the principal.
Parents will be notified.
Step 3: Phone taken and given to the
principal. Parents will be
notified and student cell phone privileges may be suspended.
